Having this goal in mind, in the first section, the authors endeavor to analyze the course of development of the institution of ombudsman, as well as its significance and functions. In the second section, they present a score of cases of successful use of this institution. Finally, they try to find answers to the following questions: Is there any similar institution in Iran's administrative law? If the answer is yes, does this Iranian institution operate as a proper ombudsman or should we establish an ombudsman of Iranian type? هدف این نوشتار آشنایی با یکی از نهادهای رایج در حقوق اداری بسیاری از کشورها به نام آمبادزمن است. به این منظور در مقاله ای که پیش رو دارید کوشیده ایم ابتدا زمینه ی آشنایی با سیر تکوین این نهاد و اهمیت و کارکرد آن را فراهم کنیم (گفتار اول)، آنگاه به بررسی چند تجربه ی موفق در این زمینه بپردازیم (گفتار دوم) و سر انجام ببینیم که آیا نهادهایی در نظام حقوقی ایران با وظایفی مشابه آمبادزمن وجود دارد اگر هست آیا متناسب با شأن وجودی نهاد مزبور عمل می کند یا باید به دنبال پی ریزی نمونه ی ایرانی آمبادزمن باشیم (گفتار سوم). https://jlq.ut.ac.ir/article_29512_5b79d4362bce3d7112ab3d4891331c3c.pdf
