This two-stage process is demonstrable with relevant examples in international law and practice. International organizations whether governmental or non-governmental, play an important role in recognition of global rules and norms. This role can be seen in international treaties and other binding documents as well as in soft law. On the other hand, ratification of treaties and adaptation of international law to domestic laws by States are the most important and transparent forms of proliferation of the rules throughout the world. The trend on "admission" and "proliferation" can also be traced in many other international documents and regulations dealt with in this paper. تلاش های سازمانها و نهادهای بین المللی برای جهانی شدن حقوق در دو مرحله «شناسایی» قواعدی که قابلیت پذیرش جهانی داشته باشند و سپس گسترش یا «تکثیر» و توزیع این قواعد قابل بررسی بوده و با مثال های مناسب می توان تصویری از این فرایند ترسیم. در این راستا سازمان های بین المللی اعم از دولتی و غیردولتی نقشی مهم در شناسایی قواعد و هنجارهای جهانی دارند که محصول عملکرد آنان در معاهدات و سایر اسناد الزام آور و غیرالزام آور بین المللی مشاهده می شود. تصویب معاهدات و انطباق قوانین داخلی با آنها از سوی کشورها، مهم ترین و شفاف ترین شکل از تکثیر قواعد مزبور در سطح جهان است. در مورد سایر اسناد و موازین بین المللی نیز هنجارهایی وجود دارند که جامعه جهانی آنها را پذیرفته و تکثیر کرده است. https://jlq.ut.ac.ir/article_29705_2f4d12ff50a36e3189f7c5d483c3d935.pdf
