Nowadays, access to public documents and information is becoming more important. There are different reasons for the universal attention to this issue. Some of these include fighting corruption, expanding citizen participation in public affairs and public services and higher quality of life of people. But in addition to these practical reasons, the right to access public documents and information has also a profound theoretical backing. For example, as a result of this conceptual development, freedom of expression includes citizens' right to gain information and the duty of government to facilitate this access, which includes right to public information. And about the right to self-determination, without access to public information, citizens can not directly or indirectly cooperate in public affairs. Finally, one important element in the principle of transparency is access to publlic documents and information.
